Development Permission
The Pune Metropolitan Region Development Authority(PMRDA) has been appointed as Special Planning Authority(SPA), for 697 villages(excluding their gaothan areas) of Pune Metropolitan Region including 23 villages newly merged in Pune Municipal Corporation, under the provision of section 40 of Maharashtra Regional and Town Planning Act, 1966. The Development Permission Department works under the provisions of the Maharashtra Metropolitan Region Development Authority Act, 2016 and the Maharashtra Regional and Town Planning Act, 1966. The Department functions in accordance with the sanctioned Regional Plan of Pune district sanctioned in the year 1997 and the Draft Development Plan Published by PMRDA in the year 2021, by following Development Control and Promotion Regulations(DCPR)-2018 for PMRDA area and Unified Development Control and Promotion Regulations(UDCPR)-2020 for 23 villages newly merged in Pune Municipal Corporation.
The department provides various services as Layout/Building permission, Plinth Certificate, Occupancy Certificate, Revalidation certificate, Licensed Technical Personnel registration, Amalgamation/subdivision permission, TDR generation/utilization, Hoarding/skysign license, Gunthewari regularisation, etc.
The department engages online services such as Building Plan Management System(BPMS) etc., which enables transparent system of development permission, scrutiny of proposals and customer support.
- To ensure that the construction activities within PMRDA jurisdiction, are strictly adhered to regulations laid down in the Development Control and Promotion Regulations-2018 and Unified Development Control and Promotion Regulation-2020 wherever applicable.
- To review all applications that seek development permission to ensure firm compliance with all building/structural laws and DCPR requirements.
- To deal with control and supervision of the development in consonance with the proposals of Regional Plan and Draft Development Plan.
- Affect a paradigm shift from the prevailing pattern of growth-first and development later to the concept of development first and growth later.
- Bringing all government processes into the public domain creating an environment of transparent governance.
- Establishing a citizen-friendly, front end interface for addressing customer queries and complaints.
- Preventing illegal constructions by promoting formally approved housing schemes.
- Promoting inclusiveness through affordable housing projects such as Prime Minister Awas Yojana, Inclusive Housing etc.
- Promoting development of Greenfield area by removing administrative and bureaucratic bottlenecks.
- Conducting Site visits as and when required.
- Increased focus on industrial development in the PMR, in line with the Hon. Prime Minister’s “Make in India” and “Make for India” initiatives.
