Pradhan Mantri Awas Yojana (PMAY)
- As per the order dated 08.12.2017 by the State Government, villages included in the Pune Metropolitan Region Development Authority (PMRDA) have been covered under the Pradhan Mantri Awas Yojana (Urban).
- The scheme includes the following four components:
- In-Situ Slum Redevelopment (ISSR) – Redevelopment of slums at the same location by utilizing land as a resource.
- Credit Linked Subsidy Scheme (CLSS) – Construction of affordable houses for Economically Weaker Sections (EWS) and Low-Income Groups (LIG) through interest subsidy on loans.
- Affordable Housing in Partnership (AHP/PPP) – Construction of affordable houses through public-private partnership.
- Beneficiary-Led Construction (BLC) – Providing subsidies to beneficiaries from EWS for individual house construction.
- PMRDA is implementing Component No. 3 (AHP/PPP) and Component No. 4 (BLC).
Beneficiary-Led Construction (BLC)
(Providing Subsidies to Beneficiaries from EWS for Individual House Construction)
- Under the BLC component, the scheme has been implemented in nine talukas of PMRDA. On 08.10.2019, an online portal pmaypmrda.com was launched for beneficiaries to apply online.
- The website provided detailed information on all components of the scheme and the application process. Applications received on the portal are scrutinized and complete applications are processed. A Detailed Project Report (DPR) of eligible beneficiaries is then submitted by PMRDA to MHADA.
- These reports are approved in meetings held by the Central and State Governments. After approval, Work Orders are issued to the beneficiaries and instructions are given to begin house construction.
Eligibility Criteria
- The beneficiary must not own a permanent house anywhere in India.
- The beneficiary’s annual income should be up to ₹3 lakhs.
- Construction of the house must be completed within 30 sq.m.
Subsidy Distribution
- ₹1.5 lakhs from the Central Government.
- ₹1 lakh from the State Government.
- Total subsidy: ₹2.5 lakhs.
The beneficiary must own an independent plot in their name.
Scheme Duration
- Initially ended in March 2022.
- Extended until December 2025.
Current Status
- Work for 5,371 beneficiaries is in progress.
- Subsidies are distributed in phases as follows:

Pradhan Mantri Awas Yojana (Urban) 2.0
To implement “Pradhan Mantri Awas Yojana (Urban) 2.0” across the country, the government has issued guiding instructions. The Government of Maharashtra has issued a Government Resolution (GR) dated 15/10/2024 to implement “Pradhan Mantri Awas Yojana (Urban) 2.0” in the state.
As per this resolution, the Pune Metropolitan Region Development Authority (PMRDA) is implementing the BLC (Beneficiary-Led Construction) and AHP/PPP (Affordable Housing Project/Public-Private Partnership) components under the Pradhan Mantri Awas Yojana scheme.
For effective implementation, a Unified Web Portal has been developed by the Government to streamline the identification of beneficiaries: [Unified Portal: https://pmaymis.gov.in/PMAYMIS2_2024/PmayDefault.aspx]
It is mandatory for interested beneficiaries to register on this portal.
Regarding Component 2 (AHP/PPP)
There is a provision for private developers to undertake housing construction under the AHP-PPP component. Accordingly, private developers are required to submit a comprehensive project proposal, including all necessary documents, for sanctioned/encumbered land, along with a verification checklist as per PMAY (U) 2.0 guidelines, to the PMAY Cell, PMRDA, Pune.
An advertisement regarding the same was published on 28/01/2025.
Under this component, developers can follow two approaches:
- Special projects specifically for EWS (Economically Weaker Section) housing.
- Mixed housing projects (minimum 25% EWS houses, with at least 100 units under EWS category).
Incentives Provided
- Residential Zone: 3.0 FSI (Floor Space Index)
- Green Belt Area: 1.0 FSI
For areas within 5 km of Pune and Pimpri-Chinchwad city limits, 3.0 FSI will be allowed, subject to PMRDA’s Development Control and Promotion Regulations.
The building permissions for these projects will be granted as per the Development Control and Promotion Regulations of PMRDA.
Implementation of the above-mentioned Pradhan Mantri Awas Yojana (Urban) 2.0 scheme is progressing rapidly.
