Double Decker Flyover – Pune University
Integrated Double-Decker Flyover Construction at Pune University Chowk
Background
- The old flyover with 5 arms at university chowk was not sufficient to cater to all traffic at university chowk and Ganesh Khind Road. Only 25% of traffic was plying over the flyover.
- To address the growing traffic congestion and ensure long-term traffic planning, the government has decided to demolish the existing two flyovers at Pune University Chowk and in front of E-Square and replace them with an integrated double-decker flyover on single piers with metro rail.
- A Supplementary agreement was signed between the Metro concessionaire company and the Pune Metropolitan Region Development Authority (PMRDA) on 26th May 2020 to demolish the existing flyover and construct a double decker flyover.
- With Pune Municipal Corporation’s approval, the demolition of the existing flyovers was done during the COVID-19 lockdown when traffic was minimal.
- The demolition was completed between July and August 2020.
- The construction agreement for the new flyover was signed on 20th April 2022, with a total estimated construction period of 36 months from the appointed date (25th November 2021).
- The estimated project cost is ₹2,770 crore, subject to additional cost escalations.
Features of the Integrated Double-Decker Flyover
- Total Length: 1.70 km (including ramps) with a viaduct length of 1112.52 meters.
- Traffic Direction:
- Two-lane up-ramp flyovers for vehicles traveling from Aundh and Baner towards Shivajinagar.
- Three-lane flyover from Shivajinagar towards Baner and Pashan, with two-lane down-ramps.
- At-grade road connectivity from Aundh, Baner and Pashan towards Senapati Bapat Road.
- Special Design:
- A 55-meter-long steel girder span at Pune University Chowk to avoid obstructing traffic flow.
- Additional Works by Pune Municipal Corporation (PMC):
- A two-lane, 680-meter-long underpass from Shivajinagar towards Aundh, starting from Government Polytechnic to Raj Bhavan.
- Two-lane ramp connections to the flyover for traffic from Senapati Bapat Road towards Baner and Pashan.
Approval Status
- The Pune Municipal Corporation’s General Body passed Resolution No. 132 on 22nd September 2021, giving final approval to the flyover project.
- PMC committed to executing related projects, including the Shivajinagar-Aundh underpass and Senapati Bapat Road flyover connections.
Traffic Management Initiatives
- A comprehensive traffic diversion plan was prepared and approved by the Divisional Commissioner and Pune Unified Metropolitan Transport Authority.
- A circular traffic route covering University Chowk, Pashan Road, Abhimanyu Road and Baner Road was implemented in December 2021.
- To facilitate traffic flow, the Ganeshkhind Road expansion plan, which includes widening the road to 45 meters, is being executed by PMC.
- A reforestation plan was implemented for the trees affected by the road widening.
- An alternative road through the Agricultural College campus was completed to ease congestion.
- Road widening work on Ganeshkhind Road (except some critical sections) from University Chowk to E-Square has been completed.
Project Progress and Completion Timeline
- The construction of the integrated double-decker flyover along with the metro was originally scheduled for completion by November 2024. However, the project timeline has been extended due to various permissions and utilities encountered.
