Town Planning Scheme
- The Pune Metropolitan Region Development Authority (PMRDA) declared its intention on 05/08/2017 to prepare the Mahalunge-Man Draft Town Planning Scheme No. 1 under Section 60(1) of the Maharashtra Regional and Town Planning Act, 1966. Subsequently, after completing the statutory procedures under the said Act, the scheme was submitted to the government for approval via a letter dated 29/08/2019. Thereafter, the preliminary Mahalunge-Man Town Planning Scheme No. 1 was approved under Section 86(1)(a) of the said Act. The approval has been published in the Maharashtra Government Gazette, Part 1, Pune.
- The first modification map of the Town Planning Scheme, concerning changes to the plots affected by the blue flood line, has been published by the Authority. This modification has been approved under sub-section (2) of Section 68 of the Maharashtra Regional and Town Planning Act, 1966, and has been submitted to the government for final approval.
- As per the orders of the Government of Maharashtra, on 04/10/2017, the inclusion of 11 villages was announced, and the Government of Maharashtra expressed its intention to modify the boundaries of the Pune Municipal Corporation by including certain areas. Accordingly, a government resolution was issued for the inclusion of Mahalunge along with 23 villages into the jurisdiction of the Pune Municipal Corporation. Subsequently, to ensure the proper and planned development of this metropolitan area (11 + 23 = 34 villages), the Government of Maharashtra designated this area as a notified area for the Pune Metropolitan Region Development Authority (PMRDA) and appointed PMRDA as the Special Planning Authority for this notified region.
- The area of the said Town Planning Scheme is 250 hectares. As the land under this draft Town Planning Scheme falls under the Agricultural Non-Development Zone, a mixed-use development comprising Residential, Commercial, and Industrial zones is proposed for the area adjacent to Hinjawadi IT Park. Since the Mahalunge-Man Town Planning Scheme No. 1 project is located near Hinjawadi, it will benefit the information technology companies in that area. Additionally, as the project is located close to Pune Metro Line-3, significant development is expected in the area in the future.
- The No Objection Certificate (NOC) for environmental clearance has been obtained for the said Town Planning Scheme.
- In the said Town Planning Scheme, work on certain internal roads, including the construction of small and large bridges as well as the installation of signboards, is currently in progress.
- In the financial year 2024–25, a provision of ₹150 crore has been made in the Authority’s budget for undertaking various development works under the Mahalunge-Man Town Planning Scheme. Additionally, a ₹340 crore Water Supply and Sewerage Project under the Central Government’s AMRUT 2.0 scheme has been proposed for approval. The process for obtaining technical sanction is currently underway with the Chief Engineer, Maharashtra Jeevan Pradhikaran, Pune.
- In the meeting of the Hon’ble Authority Committee held on 30.03.2022, approval was granted to carry out the work in phases based on the actual scope of work. Accordingly, works amounting to ₹18 crore—including demarcation of 5 Town Planning Schemes and construction of 5 culverts—are currently in progress. After receiving approval from the government, during the financial year 2024–25, the remaining works in the Mahalunge-Man Town Planning Scheme will be undertaken on a full scale. These include the construction of all remaining roads, Water Distribution Network, Sewerage Network, Storm Water Network, utility ducts, footpaths, cycle tracks, installation of electric poles, etc., as well as the construction of WTP (Water Treatment Plant), STP (Sewage Treatment Plant), ESR (Elevated Storage Reservoir), and pump houses.
- The final approval of the Mahalunge-Man Town Planning Scheme is pending with the government.
- The estimated budget for the Mahalunge-Man Town Planning Scheme has been prepared. It includes works such as roads, water supply (WTP), sewage treatment (STP), electricity, parks, etc. Accordingly, the total estimated cost is approximately ₹1,100 crore.
